Early Intervention Special Eduction | At-Risk Programs

Early Intervention/Early Childhood Special Education

  • Outcome: Children in early intervention programs score 31 percent higher on vocabulary scores than children who have not been in preschool programs. (Source: www.nieer.org)


  • Impact: Northwest Regional ESD provides programs and services for children with disabilities, from birth to kindergarten. Over 2,000 children are served each year, and the need is growing. Children served represent a broad spectrum of disabilities, including:
    • Autism;
    • Visual impairments;
    • Deaf and hard of hearing;
    • Developmental delays, and;
    • Medically fragile.

At-Risk Youth Programs

  • Outcome: Students in at-risk programs exhibit a 98 percent graduation rate compared to Oregon’s rate of 81.5 percent. (Source: Oregon Department of Education.)


  • Impact: Over 200 students are enrolled in School Age Special Education programs operated by Northwest Regional ESD throughout Clatsop, Columbia, Tillamook and Washington counties.
    • Our programs provide structured, supportive learning environments with small class sizes for students in kindergarten through 12th grade who exhibit significant developmental and emotional/behavioral disabilities.
    • Programs are staffed with highly-trained specialists who are trained to teach specialized curriculum aligned with state standards.

Outdoor School

  • Outcome: According to a 2005 study by the American Institute for Research Study, participation in Outdoor School increases science text scores by 30 percent.


  • Impact: More than 2,500 students throughout Clatsop, Columbia, Tillamook and Washington counties participate in Northwest Regional ESD's Northwest Outdoor Science School program each year.
    • Outdoor School is a multi-day, overnight experience for elementary students, providing them with the opportunity to live in and learn about the natural world in a natural setting.

Curriculum is tied to Oregon Standards and Benchmarks for grades 5 and 8 in science and also includes selected benchmarks in mathematics, English, social science, health education, physical education, and the arts.

PROFESSONAL/TECHNICAL PROGRAMS
Hospitality Tourism & Recreation | Health Science Program

  • Outcome: Professional/Technical coursework results in immediate higher earning power. (Source: National Assessment of Vocation Education Final Report to Congress).

Hospitality, Tourism & Recreation Program...

Impact: Hospitality and food service is one of the nation’s fastest growing industries, currently employing 10.2 million people in the United States. With this number expected to grow to over 12 million by 2007, the opportunity for employment and career development abounds.

This program provides students in Tillamook County with real-life learning experiences and classroom lessons that will help them take advantage of these opportunities. Students have opportunities to participate in paid internships, receive college credit and earn national recognition and certification.

Health Sciences Program...

Impact: For students considering a career in the health profession, the Tillamook County Health Services Academy is the place to start. The academy is open to students attending high schools in Neah-Kah-Nie, Nestucca and Tillamook

This program provides students with an overview of the health care industry and the numerous career opportunities available in health services. Students interact with area healthcare professionals through site visitations, special projects, guest speakers, job shadow and internships.

Areas of study include:

  • Medical Terminology;
  • Anatomy and Physiology;
  • Professionalism and Career Exploration, and in addition;
  • Students can obtain licensure as a Phlebotomist, Certified Nursing Assistant or First Responder.
